In 2007, John Heard spoke at the Santa Fe World Affairs Forum on Colombia and US-Colombian relations and we included a fact sheet on Colombia, Plan Colombia and US-Colombian relations on WhirledView as a result. It is now three years later and we decided it was time for an fact sheet update - so here it is.
