After a couple of missed deadlines for completion of the Iraqi constitution, it appears that the parliament isn't going to vote on it, but it will go directly to a popular vote. It's not clear whether laws were followed or broken in this process, but a lot of people aren't happy about it.

A phone call from President Bush, and an earlier visit from Donald Rumsfeld don't seem to have pulled things together, but they do remind the Iraqis whose army is still in their country.
It appears that, once again, the Bush administration has had a single plan for Iraq: the timetable for the constitution. No plan B.
As I was watching the news the other night, it occurred to me: what if this constitution makes it through all this maybe-legal maneuvering and then, in a popular vote, is rejected? Is there a Plan B?
